Andorra updated its drone rules in September 2025, harmonising national rules with the European classification of classes and operation categories. Before each flight you must check not only the open category conditions but also local prohibited zones, drone identification requirements, third-party liability insurance and whether the planned flight requires authorisation from the ministry of transport.

Local points to double-check
- In the recreational and open category you must keep VLOS, not exceed 120 m AGL, not fly over concentrations of people and not carry dangerous goods. The minimum operator age in the open and specific categories is 16.
- If the drone weighs more than 250 g, it must be identified to the Government of Andorra and you must hold the required third-party liability policy. A drone manufactured on or after 1 January 2024 should have active remote identification.
- For drones above class C0 or for flights above 50 m you must demonstrate pilot competency appropriate to the class and the operation category. Within the basic scope of C0 and up to 50 m, a pilot certificate is not required.
- If a recreational or professional flight does not fall within the open category, authorisation from the ministry responsible for transport is required, together with a risk assessment and mitigation appropriate to the scenario.
- In the open category, prior contact with Heliand is recommended if the altitude or operation area could conflict with helicopter rescue flights. If a helicopter appears, the operator should immediately bring the drone down and wait for it to pass.
- Without explicit permission you may not fly over designated sensitive buildings, borders, the national heliport, the hospital, fire stations and the Sorteny, Comapedrosa and Madriu-Perafita-Claror nature parks. These parks also require separate consent from the ministry responsible for the environment.
- Flying over private property is not in itself prohibited, but taking off and landing from private land requires the owner's consent. Privacy and data protection must also be respected.
- For commercial flights carried out in the open category there is no prior authorisation, but the operator must submit operational statistics to the ministry of transport every year.
