Belgium applies the EASA rules but combines them with the national Drone Portal, mandatory checking of geozones in Droneguide and local access conditions for certain areas. In practice, before each flight you must confirm not only the open category conditions but also the requirements of the specific geozone.

Camera / registration noteOperator registration in the Belgian Drone Portal is required for drones with a camera or another sensor, regardless of mass, and for non-toy drones of 250 g or more. During registration you must provide the insurance policy number, and the operator number must be placed on every drone and entered into the Remote ID system if the drone has one.

Local points to double-check

Do not fly higher than 120 m above the ground, keep VLOS and do not fly over gatherings of people.
Many operations in the open category require an A1/A3 certificate; subcategory A2 requires a valid A1/A3, an additional theoretical exam, practical self-training and a minimum age of 16.
Belgium requires third-party liability insurance for operators flying in the open category, and the policy number is part of the operator registration process.
Before each flight you must check Droneguide, because geozones may prohibit a flight, require additional conditions or a separate approval from the zone manager, e.g. Skeyes.
If a flight does not meet the conditions of the open category - e.g. it exceeds 120 m, is BVLOS, over people, involves a drop or another higher risk profile - the operation moves to the specific category and requires an STS declaration, an operational authorisation or an LUC.
