Finland applies the common EASA framework, but before flying you must additionally check the Finnish UAS zones, prohibited and restricted areas and the conditions published by Traficom. In practice, the key points are the 120 m limit, VLOS, operator registration and appropriate A1/A3 or A2 competency.

Camera / registration noteOperator registration is required for drones of 250 g or more and also for drones with a camera. Generally, only toys and drones under 250 g without a camera are exempt. The operator number must be placed on the drone, and the pilot should carry the competency certificate during the flight. As of 16 January 2026, the fees in the Finnish e-services are EUR 40 for 1 year of registration, EUR 95 for 3 years and EUR 125 for 5 years; a private person registering as an operator can take the A1/A3 exam straight away at no additional fee, while the exam alone without registration costs EUR 35.

Local points to double-check

Do not fly higher than 120 m above the ground or sea level and always keep VLOS.
In the open category you may not fly over gatherings of people, drop objects or carry dangerous goods.
The flight must take into account permanent prohibited, restricted and danger areas as well as UAS zones; the manufacturer's geofencing does not release the pilot from responsibility.
For A2 flights after 1 January 2024 only drones with a C2 class marking are allowed; a prior A1/A3, practical self-training and an additional A2 exam are required. The A2 exam costs EUR 50 and lasts 45 minutes.
If an operation does not fall within the open category conditions, it requires moving to the specific category and a separate authorisation. For non-EU citizens, Traficom has allowed access to the e-services via the Finnish Authenticator since 8 January 2026.
