Croatia applies the common EASA rules but combines them with the national CCAA system and the obligation to check and authorise a flight via the AMC Portal. In practice, before each flight you must verify not only the open category conditions but also airspace restrictions and whether air traffic control approval is required.

Camera / registration noteOperator registration in the CCAA system is required for drones of 250 g or more, for drones with sensors that collect personal data, and for all operations in the specific category. The operator number must be placed on the drone, and for some operations third-party liability insurance may be needed, especially for aerial work and certain commercial flights.

Local points to double-check

Do not fly higher than 120 m above the nearest point of the surface, keep VLOS and do not carry dangerous goods or drop anything.
Many operations in the open category require an A1/A3 certificate; subcategory A2 requires a prior A1/A3, practical self-training and an additional A2 exam organised by the CCAA.
In Croatia, before each flight you must check the AMC Portal to determine the airspace class and the required reservations. The need for a reservation or approval depends on the flight area: it is mandatory in controlled airspace and near airports, whereas flights in the open category in uncontrolled class G airspace do not require a reservation, provided they meet the other conditions.
In restricted or controlled zones, near airports and other published airspace structures, a structure reservation or additional coordination via the AMC Portal is required.
Aerial photos and recordings may require a separate permit from the Croatian geodetic administration (Državna geodetska uprava, dgu.gov.hr), independent of aviation approvals.
If a flight does not meet the conditions of the open category - e.g. it involves BVLOS or another higher risk profile - the operation moves to the specific category and requires an appropriate permit or process with the CCAA.
