Lithuania applies the common EASA rules, but flight practice relies on operator registration in the national system and checking geo-zones via Oro navigacija before each flight. In practice, before take-off you must confirm not only the open category conditions but also local airspace restrictions, time-based zones, NOTAMs and whether the flight fits the process available via utm.ans.lt or requires separate approval.

Camera / registration noteOperator registration is required for drones of 250 g or more, for drones with a camera or another sensor able to collect personal data, and for all operations in the specific category. Registration takes place in accordance with EASA rules and is recognised between EASA states.

Local points to double-check

Do not fly higher than 120 m above the nearest point of the surface, keep VLOS and do not fly over gatherings of people.
Many operations in the open category require an A1/A3 certificate; subcategory A2 requires additional A2 competency in accordance with EASA rules and an appropriate drone class. The minimum remote pilot age in Lithuania is 16.
Before each flight you must check the geo-zones in utm.ans.lt, as it is Oro navigacija's operational source for planning, declaring and coordinating drone flights in very low airspace.
All geo-zones approved by the LTSA and military commanders are published in the UTM. Knowing the general rules of the open category alone is not enough, because permanent and temporary restrictions may also arise from the AIP, NOTAMs and airspace restriction bulletins.
The UTM covers only those areas where no additional permits are needed or where the flight fits the permitted conditions, mainly in uncontrolled airspace and in a CTR up to specified geo-zone heights.
If a flight is to be carried out in a CTR above the vertical geo-zone limits, the operator must have an STS remote pilot certificate issued by the TKA and, where required, permission to fly in the specific category. For flights over Vilnius, Kaunas, Palanga and Šiauliai airports, the airport operator's or the air base commander's consent is additionally required.
The request for such an operation is submitted to Oro navigacija by 12:00 on the last working day before the flight, and on the flight day the pilot must contact ATC at least 30 minutes before take-off and maintain communication throughout the operation.
If a flight does not meet the conditions of the open category - e.g. it involves BVLOS, a higher risk profile or an area requiring special coordination - the operation moves to the specific category and requires an appropriate process with the TKA.
