Montenegro has applied a new national rulebook close to the European model since 1 January 2024: open, special and certified, with operator registration and online exams through the dron.caa.me portal. In practice, however, before each flight you must additionally check the requirements for CTR Podgorica and CTR Tivat, because approval from AMC Montenegro is needed near airports.

Camera / registration noteOperator registration is required for drones of 250 g or more, for drones with sensors able to collect personal data, and for drones that can transfer more than 80 J of kinetic energy on impact. If the drone has a camera, the operator must register regardless of the permitted mass. Registration and the exam are free, and the operator number is valid for 2 years. EU operators who already have a valid registration and a passed exam in an EU country do not register again in Montenegro, but should carry proof of registration and competency.

Local points to double-check

In the open category you may not fly over gatherings of people. A drone under 500 g may not overfly gatherings and should be planned so as not to overfly people not involved in the operation; A1/A3 is required.
For drones under 2 kg carrying out flights close to people, the CAA reminds of a minimum horizontal distance of 50 m from people; the pilot must then hold A1/A3 and A2.
All operators must hold third-party liability insurance in accordance with Montenegrin law. This also applies to foreign operators; the policy should cover the territory of Montenegro or the EU.
Near Tivat and Podgorica airports, i.e. in a CTR, flights require approval from the relevant air traffic control, namely AMC Montenegro.
If the operation does not fall within the open category - e.g. it involves flying over a gathering of people, a drone over 25 kg or another higher risk profile - it moves to the special or certified category and requires an appropriate approval (odobrenje) from the Agency.
