Poland applies the EU EASA framework but combines it with the obligation to report every UAV flight via the PANSA system and with very practical operation planning through DroneTower and PansaUTM. In practice, before each flight you must check the open category, the distance limits and the current airspace situation.

Camera / registration noteOperator registration is required for drones with a camera and for drones of 250 g or more. After registration in the drony.gov.pl system, the operator number must be placed on every drone. Since 1 January 2024, many drones must also have remote identification.

Local points to double-check

Do not fly higher than 120 m above the nearest point of the surface, keep VLOS and do not fly over gatherings of people.
In A1, overflying uninvolved people is possible with limitations, in A2 the minimum distance from people is essentially 30 m or 5 m with the low-speed function, and in A3 you must keep 150 m from residential, utility, industrial or recreational areas.
The minimum age of a UAV pilot in the open category in Poland is 14. This requirement does not apply, among others, to class C0 drones that are toys, to privately built drones under 250 g, and to flights under the direct supervision of a pilot aged at least 14 with the appropriate competencies.
Every UAV flight in Polish airspace should be preceded by informing PANSA via the DroneTower app in accordance with Article 156a(2) of the Aviation Law. DroneTower is the primary Check-In and flight coordination channel.
During the flight, you may not carry dangerous goods or drop anything; you must also avoid rescue operation areas without the explicit consent of the relevant services.
From 12 February 2026 to 12 October 2026, a temporary ULC exemption from the VLOS requirement applies to selected FPV operations in the open category in A1, A2 and A3 (decision LBSP.503.1.2026.ULC.1). The exemption has detailed conditions (including a maximum altitude of 50 m AGL and limits on MTOM and distance from the pilot), so it does not mean full freedom for BVLOS flights.
If a flight does not fall within the open category conditions or requires a BVLOS flight, you must move to the specific category and apply the appropriate NSTS/STS scenario or a ULC permit.
