Romania applies the common EASA rules, but flight practice relies on the AACR platform for operators and pilots and on checking the nationally published airspace restrictions. In practice, before each flight you must confirm not only the open category conditions but also local restrictions and any coordination requirements.

Camera / registration noteOperator registration on the AACR platform is required for drones of 250 g or more, for drones with a sensor able to collect personal data, and for all operations in the specific category. After registration, the operator receives a unique code that must be placed on all drones. The AACR also reminds that the operator registers in the EU country of their residence or registered office, and the pilot certificate can be obtained on the platform of any EU country.

Local points to double-check

Do not fly higher than 120 m above the ground, keep VLOS and do not carry dangerous goods or drop anything.
Many operations in the open category require an A1/A3 certificate; A2 operations require an additional A2 certificate, and the AACR runs online exams for remote pilots and recognises certificates obtained on the platforms of other EU countries.
The minimum remote pilot age in the open and specific categories is 16. For a CE class C0 drone in subcategory A1, the AACR indicates no minimum age.
In Romania, before flying the operator should check the current airspace restrictions, local conditions and any requirements of the entities managing the airspace or the operation site. AACR geo-zones may require separate consent even when the flight itself falls within the open category.
In a restricted zone, an operation in the open category may be carried out only if the limits of that category are maintained and prior consent has been obtained from the entity that introduced the restriction; for aerial filming or photography activities, an opinion from the MApN is additionally required.
In subcategory A2, the distance from uninvolved people is essentially linked to the flight altitude, and in A3 you must stay away from residential, commercial, industrial and recreational areas in accordance with EASA rules.
In Romania, third-party liability insurance is required only when the MTOM of the UAS used exceeds 20 kg.
If a flight does not meet the conditions of the open category or involves an elevated risk profile, the operation moves to the specific category and requires an AACR operational authorisation.
