Turkey does not apply the EU EASA system for civilian drone flights, only the national SHGM rules based on the SHT-IHA instruction and the IHA Kayıt Sistemi portal. In practice, before every flight you must check the drone's mass, the IHA0-IHA3 classifications, the green-zone status, the required flight permission and any local bans imposed by the local administration or security services.

Camera / registration noteIn Turkey, mandatory registration in the IHA Kayıt Sistemi applies to sellers, buyers, manufacturers, importers and pilots of drones with a mass of 500 g and above. A pilot wishing to fly a 500 g+ drone in Turkish airspace must be entered in the system, and the flight itself requires SHGM approval; when importing a drone, a separate technical-conformity procedure for customs may also be needed. For drones sold locally, the data must reach the system on the same day, and for an individual import or a takeover of a drone, the entry must be made within 3 days at the latest.

Local points to double-check

Turkey uses its own categories IHA0-IHA3 instead of the A1/A3 and A2 system. For individual flights, IHA0 from 500 g to 4 kg and IHA1 from 4 kg to 25 kg, the portal indicates no training requirement, but registration and the appropriate flight status in the SHGM system are still required.
For commercial uses, SHGM requires training: the portal indicates 12 hours for IHA0 and 36 hours for IHA1, and for higher classes the appropriate pilot licences and documents are necessary.
For IHA0 and IHA1 pilots, the system assigns a registration number automatically after a correct application. For IHA2 and IHA3 you must attach scans of the licence, the licence number and its expiry date.
All flights outside the green zone require obtaining a flight permission. The mere fact of registration is not enough; you must submit an application and check the acceptance status in the system before take-off.
Even when a flight formally fits within the SHGM system, local authorities may periodically impose flight bans for security reasons, so you must additionally check whether a local administrative ban applies to the given area.
After the amendment of 19 December 2025, the operator is also responsible for legal frequencies and the compliance of communication devices with Turkish BTK requirements. This is a local technical detail that matters especially with equipment brought in from abroad.
A tourist bringing their own drone from the EU should assume that Turkey does not automatically recognise EASA flight practice. You must separately check the SHGM requirements, any import procedure and whether a flight by a foreigner is permitted at the planned location.
Excluded from the basic scope of the instruction are, among others, certain very light and slow platforms below 4 kg, flying up to 100 m AGL and without autonomy, but this does not lift local safety requirements or area bans; for higher-risk flights you must use the separate SHGM consent path.
